System crash via missing fixed-link PHY pointer

NULL pointer dereference in affected Linux kernel builds allows local users to crash the system through a fixed-link stmmac interface. The altr_tse_pcs fixed-link path calls tse_pcs_fix_mac_speed() without a phy_device, and the function dereferences the missing phy_dev pointer. Reachability requires local access and an Altera Triple-Speed Ethernet configuration using a fixed link; the resulting null dereference interrupts the system.
