Local service interruption via PCI-device reference leak

Resource-management error in Linux 5.0 through 6.1-rc7 allows local users to interrupt service through a VT-d PCI-device reference leak. The has_external_pci() loop returns early with a non-null pci_dev but omits pci_dev_put(), retaining a reference acquired by pci_get_device().
