Excess kernel memory use via duplicate schemes

Resource exhaustion in Linux 5.19 through 6.0.11 allows local users to consume excess kernel memory through DAMON online tuning. damon_sysfs_set_schemes() assumes a running DAMON context has no schemes and adds new schemes instead of updating, removing, or reusing existing entries. Triggering the flaw requires root-controlled DAMON sysfs access; duplicate schemes remain attached to the context, increasing memory use without leaking memory.
