Kernel panic via duplicate suspend-notifier registration

Improper notifier registration in Linux 6.0 through 6.0.12 allows local users to crash the kernel by replugging a fake CSR controller. hci_register_dev registers the suspend notifier again when a fake CSR USB controller reappears as a new HCI device, and the duplicate blocking-notifier entry triggers a kernel panic. A local user must control reconnection of affected USB hardware; successful triggering interrupts the host until recovery.
