Service interruption via non-atomic per-CPU increment

Availability flaw in Linux kernel 5.15.157 through 5.15.x and 6.0 allows local users to interrupt service during netfilter flow-table cleanup. flow_offload_queue_work() can run in a preemptible workqueue context, but NF_FLOW_TABLE_STAT_INC() performs a non-atomic per-CPU increment that triggers a kernel BUG warning. Reaching the fault requires local low-privilege access and the affected act_ct flow-table cleanup path; panic-on-warning or panic-on-oops settings can turn the warning into a system panic.
