Service interruption via traffic-control bitmap leak

A memory leak in Linux 5.15 octeontx2-pf traffic-control initialization allows local users to interrupt service. If rhashtable_init() fails, otx2_init_tc() returns without freeing tc->tc_entries_bitmap allocated by otx2_tc_alloc_ent_bitmap(). Low-privileged local access is required, and repeated failures can exhaust kernel memory and disrupt availability.
