Local Thunderbolt service interruption via leaked hop IDs

Memory leak in affected Linux kernel 5.13 through 6.1-rc8 builds allows local users to interrupt Thunderbolt networking. The tbnet_open() error path keeps an outbound hop ID allocated when tb_ring_alloc_rx() fails instead of calling tb_xdomain_release_out_hopid(). A local user must reach Thunderbolt networking and induce receive-ring allocation failure; repeated failures deplete hop IDs and prevent later connections.
