Kernel hang via unscheduled BPF batch loops

Denial of service in Linux kernel BPF batch operations from 5.6 allows local users to cause soft lockups by processing huge maps. Batch loops in kernel/bpf/syscall.c process arbitrarily many map elements without scheduling points, monopolizing CPU time and blocking RCU work. A local user must be able to invoke BPF map batch operations; the bounded impact is a kernel hang or severe host unresponsiveness.
