Resource exhaustion via leaked tunnel MAC identifiers

Resource leak in affected Linux kernel branches beginning with 5.1 allows local users to exhaust NFP flower tunnel MAC identifiers. The nfp_tunnel_add_shared_mac function treats 0xff as both an allocatable ID and the invalid sentinel, so its error path can skip ida_simple_remove for that ID. Reaching the flaw requires local low-privileged access and the NFP flower tunnel-offload path; repeated errors can exhaust the finite ID set and prevent new offload entries.
