Kernel crash via mlx5 action-array overflow

Out-of-bounds access in Linux 5.16 through 5.16.11 allows local users to crash the kernel via a crafted mlx5 flow rule. The mlx5_cmd_dr_create_fte function allocates 32-entry action arrays but can append 32 destinations plus counter or table actions without complete bounds checks. Reaching the flaw requires local CAP_NET_ADMIN access and an mlx5 FDB software-steering configuration; remote packets alone do not trigger it.
