Kernel panic via TIPC monitoring allocation race

Denial of service in Linux 4.8 through 5.17-rc7 allows local users to panic the kernel while enabling a TIPC bearer. tipc_enable_bearer permits message reception before tipc_mon_create allocates monitoring data, so concurrent activation processing makes tipc_mon_prep dereference a null monitoring pointer. Reachability requires low-privileged local access, the TIPC module, a configured bearer, and activation-message processing during the allocation race.
