Host kernel panic via unchecked queue-pair command

Use of an uninitialized resource in the mlx5 vDPA backend allows local users to panic the host kernel through a crafted queue command. The control-virtqueue handler accepts VIRTIO_NET_CTRL_MQ_VQ_PAIRS_SET without verifying multiqueue negotiation or bounding the requested pair count, then operates on uninitialized queue resources. Reachability requires control of an untrusted vDPA driver, and successful triggering interrupts the host kernel service.
