Service disruption via late CPU topology mapping

Incorrect CPU topology initialization in the Linux kernel allows local users to disrupt availability on affected MIPS systems. arch/mips/kernel/smp.c called set_cpu_sibling_map() only after notify_cpu_start(), so sched_core_cpu_starting() consumed an empty sibling mask. The condition requires CONFIG_SCHED_CORE and a CPS-driven, two-core, two-thread-per-core interAptiv processor; the published reproducer shows a boot-time warning rather than data access or modification.
