Shutdown hang via repeated iavf removal wait

An infinite loop in the Linux iavf driver 5.15.27 through 5.15.30 and 5.16.13 through 5.16.16 allows local users to hang reboot. During shutdown, iavf_shutdown sets the adapter state to __IAVF_REMOVE, but a later iavf_remove call waits indefinitely for another state. The hang requires an Intel virtual function bound to iavf, an associated i40e-or-newer physical-function driver, and permission to initiate reboot or shutdown.
