Local kernel panic via mixed MDIO bus lifecycle

Resource-management flaw in Linux kernel 5.9 through 5.17-rc3 allows local users to trigger a kernel panic during shutdown. The ar9331 DSA driver allocates its MDIO bus under devres but registers it outside devres, so driver release frees a bus that remains registered. The panic requires an ar9331 switch linked to a DSA master on a bus that unbinds consumers during shutdown, interrupting the host.
