System panic via registered MDIO bus free

Denial of service in the Linux Seville DSA driver from 5.9 allows local users to panic affected systems during shutdown. The driver allocates its MDIO bus with devres but registers it with of_mdiobus_register, so device teardown can free the bus before unregistering it. The condition requires a Seville VSC9959 switch whose DSA master uses a bus such as fsl-mc that invokes remove during shutdown; the resulting kernel panic interrupts the shutdown operation.
