Kernel panic via stale DSA master pointer

Linux 5.15 before 5.15.155 and 5.16 before 5.16.10 allows local users to trigger a kernel panic during shutdown. The dsa_slave_netdevice_event handler calls dev_close_many on slave interfaces already unregistered by dsa_switch_shutdown because master->dsa_ptr remains non-NULL. Systems require an active dpaa2-eth DSA master with Marvell switches during reboot or master unbinding; the resulting panic interrupts shutdown.
