Local denial of service via reclaim deadlock

Denial of service in Linux 5.16 allows local users to hang kernel compaction during page reclamation on affected builds. The mm/vmscan.c reclaim path can continue without rescheduling when skipped_deactivate is set, while a page-migration task waits for kcompactd to release isolated LRU pages. The deadlock is limited to CONFIG_PREEMPT=n kernels and produces repeated watchdog soft-lockup reports, interrupting system availability.
