Kernel panic via mis-scaled IPoIB ring indexing

Kernel panic in Linux 5.16 through 5.16.7 allows local users to interrupt the host by stopping a tuned IPoIB interface. In hfi1_ipoib_drain_tx_ring, a shift uses the transmit-ring size instead of each queue item's size, producing an invalid ring-item address. The path requires the hfi1 IPoIB driver and an ipoib send_queue_size above its default; reaching interface shutdown requires local privileges.
