Local service interruption via unsafe per-CPU access

Improper per-CPU access in the bnx2fc driver in Linux allows local users to interrupt service through the FCoE receive path. bnx2fc_recv_frame() selects the current CPU and updates that CPU's lport statistics while preemption remains enabled, allowing execution to migrate between selection and update. Reachability requires the bnx2fc driver and compatible hardware to be enabled; the observed debug-kernel result is a preemption-safety BUG, and NVD bounds impact to availability.
