Local system crash via repeated failed chip reset

Denial of service in the mt7921e driver in Linux 5.16.3 through 5.19.8 allows local users to crash the system during chip reset. When driver ownership fails during repeated mt7921e_mac_reset runs, the reset path disables tx_napi again without first re-enabling or scheduling it, leaving napi_disable() waiting indefinitely. A local user with low privileges must reach the MediaTek MT7921 PCIe reset path; successful triggering interrupts the host rather than exposing or modifying data.
