Local service interruption via missing CPU-hotplug lock

Improper locking in affected Linux kernel releases allows local users to interrupt service during cgroup v1 task attachment. The cgroup_attach_task_all() path calls cpuset_attach() without holding cpu_hotplug_lock because the earlier locking change covered only cgroup_procs_write_start(). A low-privileged local user must reach cgroup v1 task migration; the resulting lock assertion can disrupt kernel availability without reported data disclosure or modification.
