Workqueue dependency violation via unreclaimable slab flushing

Resource-dependency flaw in Linux allows local users to trigger a global workqueue dependency issue during slab shutdown. The flush_all_cpu_locked path queues flush_cpu_slab work on the ordinary global queue, allowing a reclaim-capable task to wait on work that cannot participate in memory reclaim. Reachability requires local low-privileged execution and task-context slab shutdown; the documented manifestation is a kernel workqueue dependency warning.
