Host-account creation via client-controlled role

Improper privilege management in Memos before 0.9.1 allows remote authenticated users to create additional Host accounts. The POST /api/user handler decodes the requested role from JSON and, before the patch, does not reject Host as the new account's role. The route requires an existing Host session, and successful exploitation adds another account with full instance privileges.
