Browser crash via unblocked IPFS navigation

Denial of service in Brave Browser before 1.43.34 allows remote attackers to crash the browser through a crafted IPFS or IPNS URL. OnBeforeURLRequest_IPFSRedirectWork allowed raw IPFS or IPNS navigations that were not rewritten to continue instead of marking them blocked; the patch adds the missing block. A user must open attacker-controlled HTML that references the crafted URL, and the reported consequence is limited to a browser crash.
