Subscriber-level thumbnail rebuilding via unchecked AJAX capability

Missing authorization in junkcoder AJAX Thumbnail Rebuild 1.13 and earlier allows remote authenticated users to rebuild image thumbnails. The ajax_thumbnail_rebuild_ajax handler executes the requested rebuild without checking whether the caller has the required capability. Subscriber-level access is sufficient, and the reported consequence is limited to unauthorized regeneration of derived thumbnail files.
