Policy bypass in Zoho ManageEngine Device Control Plus 10.1.2228.15 allows local users to transfer files by booting Windows into Safe Mode. The endpoint agent does not enforce configured USB restrictions while Windows runs in Safe Mode, leaving removable storage available for reads and writes. Non-administrative local access is sufficient; the vendor disputes that this behavior is a product vulnerability.
