Message suppression via cross-topic score offset

Improper peer scoring in GossipSub 1.1 for Ethereum 2.0 allows remote attackers to suppress selected topic messages. The Eth2.0 scoring configuration aggregates behavior across topics, letting positive contributions from honestly served topics offset penalties for topics where a peer forwards nothing. A participating peer must behave normally on enough other topics; it can then block or throttle selected topics without being pruned, while coordinated peers can eclipse victims or partition topic delivery.
