Authenticated file read via unrestricted URL scheme

Arbitrary file read in NagVis before 1.9.34 allows remote authenticated users to read web-server-accessible files via a crafted URL. The getHoverUrl action passes each user-controlled URL to NagVisHoverUrl::readHoverUrl, which calls file_get_contents without restricting the scheme. Authenticated NagVis access is required, and a file URL returns any local file readable by the web-server account, including stored automation secrets.
