Phishing redirects via inverted URL safety check

Open redirect in Jenkins Google Login Plugin 1.4 through 1.6 allows remote attackers to send users to an external site after login. GoogleOAuth2SecurityRealm.doCommenceLogin reverses the Util.isSafeToRedirectTo result, selecting unsafe from or Referer URLs as post-login destinations. Exploitation requires a user to visit a crafted Jenkins URL and complete Google authentication, after which the redirect can support phishing.
