Arbitrary code execution via unchecked translation-vector count

Out-of-bounds write in Open Babel 3.1.1 and master commit 530dbfa3 allows attackers to execute code via a crafted MOPAC file. In formats/mopacformat.cpp, ReadMolecule increments numTranslationVectors for every eight-token Z record without checking the three-element translationVectors stack array. The affected process must parse the file; the resulting stack corruption permits code execution with that process's privileges.
