Incorrect authorization in GitHub Enterprise Server before 3.7 allows remote authenticated users to modify GitHub Actions workflow files. The Repository contents API accepts a repository-scoped token with read/write access for workflow-file updates without enforcing the required workflow scope. A valid repository-scoped token and repository read/write access are required, and the consequence is unauthorized workflow-file modification.
