Account takeover via undeleted password-reset tokens

Password-reset flaw in Discourse 2.8.13 and earlier and 2.9.0.beta0 through 3.0.0.beta15 allows attackers to take over accounts via stale links. UserEmail changes leave password-reset EmailToken records for the former address valid instead of deleting them. An attacker controlling that former address can reset the password and relink it as primary within the default 48-hour token lifetime.
