Metachain block notarization halt via SCR cache miss

A processing issue in mx-chain-go before 1.3.50 allows remote attackers to halt metachain block notarization via crafted cross-shard transactions. The smart-contract preprocessor places a leftover-gas smart contract result in a cache that the processing unit does not search, so the relayed transaction cannot be correlated correctly. An attacker must submit a cross-shard relayed transaction carrying smart-contract deployment data and excess gas; the affected node then stops notarizing metachain blocks until fixed software is used.
