Authenticated account creation via privileged flow context

Authorization bypass in authentik 2022.10.0 through 2022.10.3 and 2022.11.0 through 2022.11.3 allows remote authenticated users to create accounts. The default-user-settings-flow execute endpoint processes requests under a user context that permits account creation without enforcing the deployment's enrollment policy. An existing session is required; created accounts cannot sign in by default, but enabled password resets let them bypass onboarding controls across connected SSO applications.
