Email-address disclosure via visible CC recipients

Email disclosure in Discourse before 2.8.14 and 2.9.0.beta0 through 2.9.0.beta14 allows remote authenticated users to view member email addresses. The group SMTP mailer places non-staged users in the visible CC header instead of masking their addresses in BCC. Group SMTP must be enabled, and a recipient must receive a group message; exposure is limited to other recipients' email addresses.
