Hidden-tag disclosure via unfiltered notification subjects

Information disclosure in Discourse before 2.8.13 and 2.9.0.beta0 through 2.9.0.beta13 allows remote authenticated users to discover hidden tags. The send_notification_email method in app/mailers/user_notifications.rb queried topic tags directly and inserted up to three names into email subjects without applying the recipient's tag visibility rules. A user must access a topic carrying a hidden tag and receive a notification email; the leak reveals the tag's name and association with that topic without exposing topic content or enabling modification.
