User redirection via malformed returnTo URL

Open redirect in Cyface Django Terms and Conditions 2.0.0 through 2.0.9 allows remote attackers to redirect users via returnTo. AcceptTermsView copies the unvalidated returnTo value into a redirect; the prior hostname check treats triple-slash URLs as relative because parsing yields no hostname. Exploitation requires a user to follow the crafted acceptance flow, after which the application sends the browser to an attacker-controlled site without directly exposing application data.
