Unauthenticated root code execution via diagnostic WGET

Missing authentication in ZBT WE1626 firmware 21.06.18 allows remote attackers to overwrite files through the WGET diagnostic. The /cgi-bin/webapi test_wget operation accepts an unauthenticated host value containing WGET output options and runs it as root, permitting downloads to attacker-chosen paths. Network access to the router web interface is sufficient to replace /etc/shadow or an executed system script, enabling administrative login or root code execution.
