Contributor-level stored XSS via unescaped shortcode attributes

Stored cross-site scripting in CROOVER Rich Table of Contents before 1.3.9 allows remote authenticated users to inject script via shortcode attributes. The rtoc_mokuji shortcode outputs the frame_design attribute without validation or escaping, so a quote can inject an event handler into the generated page. Contributor access is sufficient to store the payload; execution occurs when another user views the affected post or page, enabling actions in that viewer's browser context.
