Arbitrary file read in Jenkins Pipeline Utility Steps 2.13.1 and earlier allows remote authenticated users to read controller files. The readProperties step passes attacker-controlled interpolation expressions to Apache Commons Configuration while leaving the file prefix enabled. Reachability requires permission to configure a Pipeline; successful use discloses files readable by the Jenkins controller process.
