Orderer crash via duplicate channel creation

Denial of service in SmartBFT-Go Fabric 2.3 allows remote attackers to crash an orderer via repeated channel transactions with one name. Registrar.CreateChain halts the existing chain and starts a replacement whose reuse of the locked write-ahead log causes a panic. Repeated channel-creation transactions are required; official Raft-based Fabric blocks the sequence, so the demonstrated impact is confined to the SmartBFT fork.
