Unauthenticated blind SSRF via unvalidated LTI destinations

SSRF in Moodle LMS 4.0 through 4.0.4, 3.11 through 3.11.10, and 3.9.17 and earlier allows remote attackers to reach arbitrary systems. The LTI provider library sends user-supplied destinations without Moodle's inbuilt cURL helper, bypassing its destination validation. No authentication or user interaction is required; responses remain blind, but requests originate from the Moodle host's network context.
