Contributor settings modification via missing authorization checks

Missing authorization in Automattic Crowdsignal Dashboard 3.0.9 and earlier allows remote authenticated users to modify ratings settings. The plugin's ratings settings page omits authorization checks before it loads and accepts settings changes. Contributor-level WordPress access is sufficient, and the demonstrated consequence is modification of rating configuration rather than control of user roles.
