HTTPS service interruption via unrestricted TLS renegotiation

Uncontrolled resource consumption in Siemens SIPROTEC 5 devices allows remote attackers to interrupt HTTPS via TLS renegotiation. The devices accept repeated secure client-initiated SSL/TLS renegotiations without adequately restricting their rate or resource use. Unauthenticated network access to TCP ports 443 or 4443 is sufficient, and service remains unavailable only while the requests continue.
