Local privilege escalation via hard-coded configuration path

Path control weakness in OPC Foundation Local Discovery Server through 1.04.403.478 allows local users to execute code with elevated privileges. OpenSSL loads openssl.cnf from a hard-coded build directory where an unprivileged user can create subdirectories and place a crafted configuration file. Local file-creation access at that path is sufficient to execute code with the privileges of the LDS process, exposing its data and availability.
