TOCTOU in Trend Micro Apex One 14.0 allows local users to execute arbitrary code as SYSTEM through the Security Agent on Windows. The Client Plug-in Service Manager performs file operations without proper locking, allowing a race between its check and use. Low-privileged code execution on the endpoint is required; successful exploitation grants SYSTEM privileges.
