Service interruption via multipart header ReDoS

Regular expression denial of service in affected Rack 2.x and 3.0 releases allows remote attackers to interrupt service via multipart posts. Rack's multipart parser applies an inefficient regular expression while parsing attacker-controlled Content-Disposition header values, causing disproportionate CPU consumption. Any network-reachable application that parses multipart posts is exposed; a crafted post can stall request processing and interrupt service.
