Password disclosure via unencrypted agent relay properties

Information disclosure in IBM DevOps Deploy through 7.3.0.1 allows local users to read passwords from an agent relay configuration file. After agentrelay.properties is manually given a plaintext value, a service restart fails to encrypt that value as expected. Exposure requires a manual plaintext edit and local access to the relay file; the documented consequence is password disclosure only.
