Private-email account mapping via commit trailers

Email disclosure in GitLab 15.2 through 15.9.5, 15.10 through 15.10.4, and 15.11.0 lets remote authenticated users map private emails to accounts. CommitTrailersFilter parses a crafted -by commit trailer, passes its email to User.find_by_any_email, and renders a linked user handle without enforcing the private-email policy. An account able to push a commit and view its rendered trailer can confirm which account is associated with a known private address; unrelated account data is not disclosed.
